In 2004, international adoptions by U.S. couples peaked at 23,000. But that number plummeted to 4,000 in 2018, an 80 percent drop. Last month, Bethany Christian Services, the nation’s largest evangelical adoption agency, announced its international program will end next year when its accreditation expires. It is no longer accepting new applications. Kristi Gleason, vice president of global services at Bethany, said the organization did not base the decision on changes in international laws and practices. Rather, she noted it was “a reflection of our desire to serve children in their own communities” by helping establish foster and child welfare systems that emphasize reunification and in-country adoptions. But many agencies blame the U.S. State Department’s accrediting arm, which was established two years ago, for squeezing them out of the business. option At least 35 adoption service providers have canceled or relinquished their licenses, and 11 have had their licenses suspended since the federal government established the Intercountry Adoption Accreditation and Maintenance Entity (IAAME) in 2018. The number of licensed adoption service providers dropped to 125 from 278 in 2008.

 Robin Sizemore, founder and executive director of Hopscotch Adoptions in High Point, N.C., said the IAAME levied false accusations against her agency, withheld information, and denied them due process. She hired two lawyers to refute State Department complaints and filed separate complaints against the accrediting entity. Self-reporting is now “a full-time position [at Hopscotch],” Sizemore said. “It seems like [the State Department] came into this with a mandate to close as many agencies as possible.” Upon establishment, the IAAME added a $500 monitoring and oversight fee for adoptive families and increased accreditation costs for adoption agencies. Daniel Nehrbass, president of Nightlight Christian Adoptions, said his agency’s fees, paid over four years, jumped from $14,000 under the previous accrediting agency, the Council on Accreditation, to $309,000 with the IAAME. Nightlight’s clients have absorbed the cost. International adoptions now cost up to $50,000, depending on the country and the amount of travel required. “It’s not surprising that other agencies would decide this is not a strategic place to be involved,” Nehrbass said. In 2018, a group of 80 agencies, called Save Adoptions, filed a complaint with the State Department’s inspector general claiming the IAAME was unfit to operate under international Hague Convention requirements. The inspector general denied the complaint, and so far lobbying efforts with Congress and the White House have not succeeded. The State Department argues the IAAME is needed to protect children and families. In recent decades, reports of corruption and abuse have tainted international adoptions. Many countries, including China, Ethiopia, Guatemala, Kazakhstan, Romania, Russia, and South Korea have banned or cut back on international adoptions, often citing child abuse. Adoption agencies argue these instances are rare and that they can maintain ethical practices without shuttering international adoptions entirely. The United Nations estimates 140 million orphans exist worldwide. Nehrbass said there is room for numerous solutions to address the crisis. “Since the beginning, international adoption has been a calling that God puts on certain people’s hearts,” he said. “I don’t think that’s disappearing.”  BULLSHIT that UN estimate has no basis of fact 140 million orphans in the world? Seriously that is the same marketing mantra used by International Adoption agencies 10 years ago.  International Adoption was a $6 billion industry 1/3 fueled by American money why don't these parents who spend upwards of $30-50,000 to adopt a child overseas adopt one of the 140,000 American children sitting in Foster Care who are paper ready for Fost to Adopt?  1 in 4 children in America lives in poverty.   Use the money for building the economy, schools, and jobs for people so they can CARE for their children.   Shamelessly 100 American foster care children are adopted by foreigners every year.

Hopscotch Adoptions 990 tax returns for 2016, five year snapshot revenues exceed $2 million #RobinSizemore

With a new administration in Armenia, the new first lady is taking on child services.  No Armenian likes the idea of their children being adopted out even the special needs children.  There is a strong drive to close all orphanages and strengthen the care of special needs, education and rehabilitation services with foster care.  Funding was a problem but no longer is for Armenian Families that cannot afford the surgeries and cannot bare the stigma of having a special needs child it's changing. 
Here is Robin Sizemores 5 year snapshot of revenue which exceeded $2 million, it's unclear how much cash she gives Eduard Amalyan and his staff in Armenia as he never declares it in his taxes while military families have to beg for funds.   Hey Bennet we bet you wish you would make this kind of money off of your court scams. 

9 years later 70% of Adoption Agencies closed, and reduction of children trafficked to the USA from 22,000 to barely 4,000 in 2017.  They don't even have a lobbying arm any more it's all done deal at the state department.   Robin is delusional if she thinks if will go back to the days when she was working at Carolina Adoptions - (before she was terminated)

Armenia: Kids Stuck in Institutions, Armenian orphanages to be closed needlessly separated from families



Armenia is dedicated to closing down it's state run and private orphanages.  Special needs children will have more accessibility to community based programs for their special needs.  Or worse their parental rights relinquished and sold/adopted to America or other adoption syndicates.  Italy is the best, adoptive parents don't pay for "children" their government handles all the arrangements with the social services of Armenia.

(Yerevan) – Thousands of children in Armenia are needlessly separated from their parents and placed in institutions due to disability or poverty, Human Rights Watch said in a report released today. The government should urgently provide community-based services and quality, inclusive education so that all children, including children with disabilities, can grow up in a family.    
The 102-page report, “‘When Will I Get to Go Home?’ Abuses and Discrimination against Children in Institutions and Lack of Access to Quality Inclusive Education in Armeniadocuments how thousands of children in Armenia live in orphanages, residential special schools for children with disabilities, and other institutions. They often live there for years, separated from their families. More than 90 percent of children in residential institutions in Armenia have at least one living parent. Human Rights Watch also found that the Armenian government is not doing enough to ensure quality, inclusive education for all children. Inclusive education involves children with disabilities studying in their community schools with reasonable support for academic and other achievement.
“The government of Armenia has made some bold commitments to reduce the number of children in institutions, but needs to make sure those promises are backed by serious, sustained action,” said Jane Buchanan, associate Europe and Central Asia director at Human Rights Watch and author of the report. “All children have the right to grow up in a family, and government and donor resources should support families and children, not large institutions.”

Proposed Adoption rules could gut already low adoption numbers

A sweeping set of proposed State Department regulations on foreign adoption have encountered opposition from international adoption agencies and others who fear they will dramatically reduce the number of adoptions to families in the United States. Here are the proposals that are causing the most concern:
  • Agencies would effectively be prevented from charging prospective adoptive parents for the cost of caring for their child in the period between getting matched with a child and taking him or her home. Families say because they are adopting from impoverished countries, they feel obliged to pay for food, clean water and medical care during that time, but advocates of the change say it offers protection against financial fraud.
  • A second level of authorization would be required to adopt from a specific country on top of the existing accreditation process already in place. Adoption agencies say this creates yet another layer of bureaucracy, requiring more staffing and more potential hurdles to adoption.
  • Parents pursuing international adoptions would be required to participate in their state’s foster care training. Critics say some states don’t offer the level of training required by the new regulations, and that the foster training doesn’t provide the specialized training that adopting a child from a foreign country might require.
